How to enable automatic creation of HRHD request for MSS transactions

Summary:
We have a scenario where when manager initiates any self service transaction such as Promotion, Termination, Change Manager, Transfer, a HRHD ticket gets created in the dashboard automatically and there is also an email received for the same.
We are unable to understand how to implement this.
This functionality exists for other countries at the moment and we need to do the same for few more countries.
