India Shipment Fiscal Document Status Stuck in in Progress

We are planning setup for India Legal entity.

After we enable fiscal document numbering, all shipments requires Request Fiscal Document before ship confirm.

But after we Request Fiscal Document, ship confirm button is greyed.

How to manully approve or cancel Fiscal document for India Entity?
