Report to compare Supplier encumbrance + spend?

Summary:

Has anyone had luck creating a report of total encumbrance (PO amount) against supplier + total spend against supplier? I tried utilizing OTBI Purchasing Real time area + Purchasing Spend area but it wasn't exactly what I am looking for. Was wondering if anyone else had luck creating such a report? Our client essentially wants one report which will show a total sum of all PO encumbrance against a Supplier and all Spend against a supplier. I know Spend against supplier is available. Thanks in advance.
