Work order status restriction by user

Is there a way in Oracle Fusion Cloud to restrict changing the Work Order status from Closed to Completed so that only specific users are allowed to make this change? We want to ensure that this action is limited to authorized personnel only.

Please guide if this is possible and share the steps or best practices to implement this restriction.
