How do HR access Team Skills Center on behalf of managers?

Summary:

We have enabled Dynamic Skills in a lower environment in readiness for demo-ing to our HR teams. Employee Skills Center and Manager My Team Skills Center works as expected however reading the Implementation document as well as threads on OCC, the suggestion is that HR should be able to navigate to My Team Skills Center as a manager. I have not been able to replicate this functionality.

Searching for an employee through the Global search and selecting Skills Center leads to the employee's skills center to allow me as a HR role to add skills, etc. The same has not been possible through Global search and selecting Team Skills Center (as suggested in the below thread). Are there any related scheduled processes or further privileges needed?
