Receiver Business Unit LOV not showing all business Units in Redwood

Summary:

In Financial Orchestration Flow redwood page, when setting up a new Internal Transfer flow, we are unable to see all business units under Receiver Business Unit LOV. We can see them under Shipping Business Unit but not in Receiver. Is there a setup or privilege we are missing?

We are using seeded Supply Chain Controller role.
