Why can't I see my inspection when creating new inspection results?

Summary:

I have the Quality Engineer role, but when I try to enter ad hoc inspection results using a plan, the results screen doesn't work. The page shows the spinning circle like it's trying but no characteristics show up to add results. Another user has the same role, but it works for them.
