Application Implementation Consultant role replacement

Summary:

Unexpected usage was identified related to the Application Implementation Consultant role. According to Oracle, this role is intended only for the implementation phase and should be removed afterward due to its high-level access.

Currently, the user can access Manage Users, but:

• When we navigate to users and security > Manage Users and query for any user, it returns a blank result
• New user accounts cannot be created because the Business Unit field in Employment Information is blank, which is a mandatory field.

 What is the correct privilege or role needed to manage user and create new user. We have IT Security Manager Role assigned already and we do not want to assign "Application implementation consultant" role
