Load Metadata as a Power User PBCS

Is there a way or a workaround to let power user create metadata members in custom dimension without having to set the user as service admin ?

We would like certain power users to load project members in the project dimension in PBCS every month. Since this is monthly task that requires a relatively big amount of members to be created, the organization wants to let power users in each unit to perform it without having to ask the system admin to do it.

I have created a data load rule in data exchange to perform the load however power users still cannot run the export part of the job. Has anybody done a workaround to let power users load metadata in the custom dimension using data exchange ?
