Time investment approval rule for learning

Summary:

We are setting approvals at the offering level in the catalogue.

We have a requirement where if the learning is above 3 hours it must go for approval with the line manager. We have added a DFF called 'offering hours' (AttributeNumber1) which should trigger this approval.

We also have a requirement to send approvals through a hierarchy if the learning is costed, which we are using the 'self-service price' for.

This is the current condition we have configured for the Time investment rule. It is not working and the error code is "The request operation failed with the business rules defined for LearningRequestApproval.
