Copy the POD documents from shipment to Order release

Summary:Through agent, I can copy the document from Shipment to order release, but the problem is document is copied to all the order releases, My requirement is to copy POD when that particular stop is delivered.

Shipment has 3 stops ( ord 1, 2, 3)

when the driver uploads POD at stop 1 for order 1, copy the pod from shipment to order release 1 but not to 2,3 and similarly 2 and 3.
