Personal information page - National Identifier field mandatory

We want to enforce mandatory entry of National Identifier details at the section level on the Personal Details page. Currently, Oracle allows only field-level mandatory configuration. Please advise if there is a supported approach or roadmap enhancement to make the entire section mandatory or enforce save-level validation.
