Auto Approval Rule for Change Request based on Change EFF

Summary:

We have setup a Change EFF Multi Row and added on to a Change Request.

We want to setup a BPM Rule that whenever there is no data captured in the CHANGE EFF ( Multi Row), auto approve the Change Request.

Here Step2Tasks is the Change EFF Multi Row Group API Name and taskid is the Attribute API name of the Primary Key Column of the multi Row group.

If I keep just the first 2 conditions then Auto Approval Rule is working fine.

However, the moment I add the condition on Change EFF, the rule triggers but gets stuck.
