Redwood Terminate Employment Recommended for Rehire fields not showing properly

In the responsive UI if the 'Recommended for Rehire' field is populated with No - the 'Why Not?' and 'Recommendation Authorized By' show up.

If the 'Recommended for Rehire' field is populated with Note Specified or Yes - the 'Why Not?' and 'Recommendation Authorized By' do not show.

This is NOT behaving this way on the Terminate Employment transaction in Redwood. It seems like we can make visible or not, and it's not dynamic. How do we fix this?
