Best approach to load the Legacy learner records for Specializations with Completed status

in HCM Data Loader (HDL)

We are implementing the Oracle Learning Cloud for one customer and as part of it we need to migrate the Legacy Learning details of the employees from Oracle Taleo to Oracle Learning Cloud. We are looking for the best approach to load the learner records with completion status for the Specilizations.

Please provide the inputs and reference documentation which helps us in this implementation.
