Intermittent Old Versions in Reports and Report Packages After Updates

Issue Description: The report updates are made by admin and reporting package is refreshed to reflect the changes in NR. However, when users refresh the reporting package to get up-to-date, this reverts to the previous version.

Expected Behavior: Updates should consistently reflect immediately in standalone reports and packages without admin intervention

Actual Behavior: Old version of the report is visible in the preview on refreshing the report package by the user; only corrected by admin-level package refresh (background process updating reference doclets) or manual doclet replacement in references

Workarounds (Temporary):-

  1. Service Admin: Refresh All on package during low activity
  2. Replace reference doclet file
