not able to send both source and dest province code in external rating generic

Summary:

I am trying to send an external rating request and expecting to sent both destination and source province code . While both source and destinations have province code, when i check the xml sent, it has only 1 of them. I have selected both in the External Rating Engine Fieldset.

External Rating Engine ID - GENERIC.

The external system uses a web service with WSDL.

Anyone any idea where this issue could be ?
