Withholding Tax Calculating Point

Hello Experts

Customer require to calculate withholding tax based on the tax rate, for example

First Rates: 1%, 3%, 5% Calculation Point at payment

Second Rates: 20% Calculation Point at invoice

I have created one tax regime, and two taxes one at payment and the other at invoice

for Manage Tax Reporting and Withholding Tax Options, i have faced a problem

When i select calculation point payment the first rates calculate and second rates doesn't

And when i select calculation point invoice the first rates doesn't calculate and second rates calculate

When left empty, neither calculate

Is there anyway to calculate both based on the rates??
