Request a new position approval flow is auto approving though rules are defined

Summary:

Request a New Position Approval Rule is defined with a repreentative as the approver;, new positions entered are auto approving. If 'Enable Approval Participants' Type is changed to 'Serial', request is sent to the approver however it sends to all representatives. The need here is to send to all Respresentatives in parallel and one of the Representative claim the request

If the Repsentative is replaced wiht an Approval Role, still seeing the same results
