Unable to create Microsoft Teams Channel for AI Agent Studio

I am able to follow the documentation below to successfully register an Azure bot in Microsoft Entra:

However, when proceeding to the next step—creating the manifest file in AI Agent Studio—I encounter an issue. Although I have created the required duty role and assigned the necessary permissions, the Config tile on the Channels page in AI Agent Studio remains disabled.

Oracle team, are there any additional permission-related steps or configurations required to enable this option?
