Approach to restrict access to Approval Process Definition only (without functional role access)

I see that “Approval Definitions” can be accessed for configuring workflows in both HCM and Finance only through the below roles:

• Human Capital Management Application Administrator
• Financial Application Administrator

However, we do not want the workflow configuration team to have full administrator access to HCM and ERP modules. Is there an alternative role or approach to allow access only to Approval Definitions, without granting admin privileges?
