Do we need to have Dynamic Skills set up, in order to use Role Guides?

Can someone please confirm if using Dynamic Skills is a requirement for creating Role Guides.

The Role Guide functionality looks like it could be very useful, but we don't have Dynamic Skills set up yet. Will the functionality still work for us, or not? I've tried creating a guide, but the Add button is greyed out. I did see on another thread that it was related to skills.
