Two requisitions with same details processed together into one PO shows different behavior

Summary:

We have 2 requisitions which share same details such as Requested delivery date, ship-to location and ship-to organization, Destination type, item. We want to process both requisitions (REQ1 and REQ2) together into one Purchase Order, it shows two different behavior in two different environment -

TEST Instance - It grouped and created 1 line on the purchase order with sum of quantity, with two 2 schedule lines on the purchase order.

Dev-1 Instance - It does not group the lines on the purchase order, meaning it has two line 1 and line 2 , with two 2 schedule lines on the purchase order.

All the setup are exactly same in both the environment.
