how to split the service order line (which is bill only line type) when we apply Pause or Hold

Summary: there is business requirement like when they create service order will bill only lines they apply pause or Hold to stop order line to progressing to awaiting billing status. when they want the order to billing they will split the line with partial quantity and then do only billing only for those qty and rest remaining will stay hold or pause.

can you please guide or suggest how to achieve this like how to split the bill only lines ?
