Bookings Forecast not generated for Item with good History usage

I am trying to create a Bookings Forecast on lowest level Item / Org. The intention is to have the Stat engine only generate Bookings Forecast if the Parameters in the Forecasting Profiles are met and there is enough History to generate the Bookings Forecast. If there is no good History, Bookings Forecast should fail. I have done following steps / set up's"

• Create a Forecasting Tree with Item/Org as only 2 selected Hierarchy members
• Switch off naive forecast
• in the Plan parameters, I have added MaxForecastLevel=-1 to make sure Bookings Forecast can be only generated at Bookings Forecasting Levels = 1. It should not go up any higher in the Forecasting Tree.
