We are trying to map Pay Elements to Expenditure Types using Manage Pay Element Expenditure Type Derivation via the spreadsheet upload, but the mappings are not getting applied.

The spreadsheet uploads without clear errors, however the mappings do not appear in the UI and payroll costs are not deriving the expected expenditure types in Projects.

We have verified that:

• Pay Elements and Expenditure Types exist and are active
• Effective dates are valid
