Skills in the Team Skills Center Not Showing All Skills

When a manager views the Team Skills Center and clicks on the Skills Tab, she is seeing just a dash where the skills should be listed out. When she clicks on the Summary tab, it's the same thing, she will see one skill listed but then under that, it's just a dash with the number/bar graph appearing. How can we get all of the skills to show up on these tabs as should?
