Import value sets through OIC

Summary:

Hi, we are looking at some options of automating some things related to data migration.
One of the things we are looking at is the importing of Value Sets. Is there a way to trigger the importing of a value set?

I know that through OIC the uploading of a file is possible so that it becomes usable for importing of the value sets, but so far i haven't found a way to trigger that importing itself through OIC. Is there a way?
