Vested balance is not visible to Admin

Summary:

The requirement for the Long Service Leave (Australia) is that employees accrue the balance in 7 years but cannot see the balance or request a leave until they reached the 7-year anniversary.

Our plan was to use a Vesting Rule , however, it seems that even the Admin will not be able to see and track the balance accrual.

What would be the recommended approach to ensure the admin users have a visibility of the accrual balance over that long period (7 years, 10 years)?
