GL budget balances are negative (Review of Budgetary Control Balance)

We observed unexpected behavior in the Review of Budgetary Control BalanceThe total consumption exceeds the account’s total budget, resulting in a negative available fund balance.  

Does anyone know how to resolve this ?   so that the balances are postive amounts as they should be
