Compensatory time absence plan field error in time card layout

Summary:

When I try to add the standard "Compensatory Time Absence Plan" attribute, I get the error You must add a filter variable and input attribute to the data source for time entry. (HXT-1665072)

When setting up the attribute, I select only standard provided values:

And filters are selected previously in the Time card field:

The error appears only after adding the Compensatory Time Absence Plan, which is needed for setting up TOIL. Since there is no custom setup, the question is, how to resolve this error?
