Absence moved back to Saved Status after Timecard has been Approved

My organization has a validation fast formula in place that no absence entry can be edited once the timecard is in submitted or approved state. Though, at times, this seems to not work properly. We notice that after a timecard is approved, an absence entry is moved into "saved" status, which causes payroll to attempt to pull back retro funds incorrectly.

Most recent find is for pay period 11/30/25-12/13/2025, an employee had an absence for 12/11-12/12/25 which was entered by the employee on 11/4/25. The manager submitted and approved the timecard on 12/13/2025. When we look at the absence record history, we see that the absence was last updated by the manager on 12/19/25, which brought the absence into Saved status. Shouldn't the update by the manager be stopped by the validation fast formula?
