Can the OTM documents BLOB REST API URLs be public?

Hello team,

I was trying to access documents for shipments by using following REST API, but it needs authentication before having the document:

https://otm_url/custom-actions/download/documents/documentGid/contents/documentContentGid

Is there any way to make this BLOB url publicly accessible to view the document? Also, is there any other recommended method to expose the OTM documents to external users?
