Enable Project Managers to access Team Timecards

Summary:

We need to allow Project Managers (PMs) to access Team Time Cards (My Client Groups > Team Time Cards) in OTL Cloud without having to use Matrix Managers in the assignment. PMs exist only in the PPM side. The assignment record does not contain additional managers. The employees Line Managers are not project managers. Is there any way to allow PMs to access My Team > Team Cards WITHOUT adding them as a matrix manager? Or is it a must to add PM as an additional manager?
