Is it possible to set a VBS region as 'Required' in the page layout so that it is visible by default, but without enforcing the mandatory inclusion of an emergency contact record? I want to include the Emergency Contact section in the 'Hire an Employee' flow, but when I set the section property to 'Required,' the system triggers a validation error if at least one contact is not added.

The client wants the section to be expanded and 'Required' by default so they don't have to manually toggle/flag it to appear, but they want the actual data entry to remain optional for submission.
