We are not able to select/update the existing rules for all Process names in Approval rule section

Summary:

We are not able to select/update the existing rules for all Process names in Approval rule section in Transaction console. And also not able to see the all the approval rule even if we click on the below dropdown as highlighted in the below snapshot in Prod and Low pod environments.
