In Phased approvals validations created from Formula row not working as Hard validations

Hi Team,

We are trying to build validation in data form with formula row. It is working at form level and coming with red highlighting color. But we want to assign this validation in our Phase-2 of approval group, but it is not working. Even if we select do not promote option, users are able to promote to next level without clearing this validation. We don't want to create member formula, as we want users to directly check this form for validation errors. Any one faced this issue and any solution or workaround for this??
