Disable Purchasing Only For Specific Inventory Org

We would like to know how the inactivation of an item reference to an inventory organization impacts the ability to purchase this item from said inventory organization.

Currently, we are able to order an item even if it is de-activated for a specific inventory org in RSSP. Please see the steps to recreate:

Is this expected functionality? What is the best way to achieve the requirement of end-users not being able to order the item once it has been de-activated for their specific inventory organization?
