How to resequence or insert attribute-based netting sequence?

Summary:

Defining attribute-based netting sequence, I need to insert a sequence between 1 and 2, or I need to swap 2 and 3. Seems I can only accomplish it by deleting 2, then create a new 2, and lastly create the original 2 as 3. This is quite counter-productive.
