Secured list view report throwing run time error with users having limited data access

Summary:

We had a requirement for data access based on Areas of Responsibility (AOR) , for that we created one custom person security profile based on AOR and Areas of Responsibility Scope as Country. We also attached custom criteria with it as the user can have data access not only based on Country but Country and along with other fields like Department,Business unit,Location,Grade etc.

The problem is the user having limited data access based on AOR is unable to open Report having secured list view as it is taking longer time to load, but with the users having View All Data access is able to open the report without any timeout error.
