unable to open change order workflow redwood page in VB sudio

Summary:

We have a requirement to customize/personalize the change order workflow page in Redwood.

We are in 25D of fusion PDH.

Tried to open the page in VB studio and gets this message.

I have all the roles needed for this user but still it says permission is required.

I am not sure if this page can be customized or not.

Any suggestions or help is appreciated.
