How to differentiate Add pending worker and Edit pending worker approval rule

Is there a way to create separate approval rules for Add pending worker and Edit pending worker ,as I see both transactions are using Add pending worker approval rule .
We would like to by pass transactions submitting via edit pending worker flow and transactions submitted via Add pending worker flow should go thorough approval rule . Please provide your thoughts
