Learning Alerts not working in TEST/DEV environments

Summary:

We have several alerts for learning enabled in Alerts Composer and are trying to test them in our DEV environment and they do not work. The config is the set up the same as in our production environment (they are working in Production) and we have the Process Learning Alerts scheduled process running. We have tried running the alerts on demand and running on a schedule. We have both in app and email notifications enabled in the Dev environment but cannot get the alerts working. Has anyone else experienced this issue?
