Failure to reflect updated Tax Recoverable Account in AP Invoices for Tax Rate

We need to update the Natural Account segment for the Tax Recoverable Account associated with Tax Rate A (Percentage type).
Despite updating the configuration and using appropriate effective dates, New AP Invoices continue to pull the legacy/incorrect account combination.
Here are what had been tested for Tax Rate A:

• - in Rate Periods, End-dated the original tax rate (25%) effective 01-JAN-1969.
• - Created a new tax rate record (20%) with the corrected Tax Recoverable Account, effective 02-JAN-1969.
