Negative Balance Restrictions - absence

Summary:

Hi team,

There is a business requirement to "Allow negative balance" with following restrictions to be set:
1. Employee LOS should be more than 1 Year, only the they can avail negative balance
2. This option should be available only for some specific business unit
3. Maximum limit of negative balance employee can avail in entire year is 30 Calendar days.

Is it possible to achieve all these through fast formulas, please advise.
