Allow suppliers to see messages from all suppliers (partipants) in a negotiation

Is there a feature to allow invited suppliers to have full visibility to view messages from all suppliers within a negotiation?

We have a client with a public bidding requirement to allow all participants (suppliers) to view each other's messages for full visibility within a negotiation. That way, all communications from the customer and suppliers are viewable in support of public bidding as needed.

Is this possible in Oracle Cloud?

Any way to include "All Participants" in the To section of the message?
