Impossible to create a Pending worker (because of an existing Work relationship)

Summary:

Issue description :When creating a Pending worker for an existing worker, I receive the message This person has an active assignment of the same type with the same legal employee, even if the employee will by terminated at the “Proposed Start Date”.

Actions performed on the employee:

• added as a Pending worker,
• Converted as an employee on the 15/01
• Terminated on the 06/02/2026

Now, I try to create a pending worker on the 07/02/2026, because I plan to Rehire this employee in the future.

The system identifies a duplicate, what is fine.

When I select the duplicate, I receive an error message “This person has an active assignment of the same type with the same legal employee”.
