How to disable fields for only one goal plan using OGL?

Summary:

We have 2 goal plans:

  • Goal Plan A should be fully editable
  • Goal Plan B has goals that are pre-populated/configured, and users should not be able to edit Goal Name and Description, while all other fields remain editable.

I've managed to almost do this by using Smart Tips with the Disable Element setting for those two fields. Unfortunately those two fields become disabled across both goal plans.

How can fields be disabled for only one goal plan and its goals using OGL? Is it possible to scope a Smart Tip or disabled element to a specific goal plan or context, rather than globally to the UI element?
