How to handle time zones with Visual Builder Add-in?

Summary:

I created an Excel file with Visual Builder for Excel for creating Tracking Events in OTM. I have some concern related to management of dates, because it seems that, despite I declare the time zone for the single date I want to upload, it always ignore that create the event with a date starting from my Local timezon (Europe/Rome). Does anybody knows how to solve this issue? Here below a screenshot of the call which the Add-in performs from Excel.
