Is there a way to add a pending worker to an HCM Group

Summary:

In our environment our pending workers auto convert to employees on day 2 of their employment. This allows us to ensure a person actually starts before converting to Employee. We do have no shows and this give us the first day to remove them from the auto conversion process. The result of this process is the employee is missing an HCM Group on day one resulting a time card with in accurate layout and no rules. We'd like to have pending workers be assigned to HCM groups. Does anyone know if this is possible?
